At the reading, a board member asked that one policy be pulled for further discussion because "the policy also contains very little detail on vacancies and how vacancies are filled," and she said she did not think there had been meaningful discussion about that point. Miss Switzer said she wanted clearer vacancy language "considering we have had issues in the past about filling the vacancies."
