Michigan City council approves vector-control budget transfer, riverfront dining fund and several procedural actions

Key votes
- Resolution increasing and decreasing certain appropriations within the general fund (2026) for Vector Control: approved 9-0. The action reallocated $15,000 from temporary wages to small tools and minor equipment for the Vector Control function; the measure was introduced by Council Member Tillman and explained as a transfer of funds already in the budget.
- Ordinance establishing a Riverfront Dining Marketing Fund (third reading): passed 9-0. The ordinance creates a restricted, nonreverting fund for fees associated with municipal riverfront three-way alcohol permits; Director of Redevelopment York said collection will begin July 1 and there are currently 12 licenses.
- Ordinance amending section 2-322 (methods of payment): council accepted a sponsor's amendment changing two subsections from "may" to "shall" by a 9-0 vote; the ordinance was held for third reading.
- Ordinance amending order of business (section 2-59): sponsor asked to table the ordinance indefinitely; the motion to table passed 6-3.
- Energy System Group (ESG) year-6 performance guarantee savings report: motion to table passed 9-0 after council members said they needed additional information.
Appointments
- Advice and consent for Ken Hurst to the Historic Preservation Commission: failed on council vote (3 in favor, 6 opposed); clerk will send correspondence to the mayor for a new nomination.
- Sustainability Commission appointment: Dale Batts was selected by council plurality in a roll-call vote and will serve through 05/01/2027.
Council members said they expect follow-up reports from staff on items that were tabled and asked that documentation be circulated in advance of future votes.
