County staff present downtown building inventory as courthouse project advances

Tommy Crosby, assistant county manager, presented a downtown building inventory intended to inform phase 2 of the county’s capital-improvement plan.
Crosby said the packet shows county-owned and leased buildings downtown, including a courthouse complex expected to be about 110,000 square feet and a total downtown footprint of roughly 457,000 square feet. He told the board about 326 county staff are currently planned to relocate into the existing courthouse footprint and that, absent a formal decision to rebuild or reconfigure, design work would not start until a later phase of capital planning (FY29–30 timelines were cited).
Commissioners asked staff to refresh prior downtown plans and reports, involve the downtown advisory board and local businesses in the conversation, and prepare for a joint meeting with the city of Gainesville in September. Several commissioners suggested the county consider issuing an ITN or inviting master developers to explore collaboration opportunities, including whether the civil courthouse should remain in county use or be part of a redevelopment package.
Staff committed to returning with a more detailed compilation of previous studies and an updated briefing in the summer so the board and a future joint meeting with the city can examine options with a clear footprint and cost implications.
