Falcon Heights council establishes Les Bolstad redevelopment advisory panel, approves appointments and routine bills

The Falcon Heights City Council on Feb. 25 voted unanimously to establish a Les Bolstad Golf Course Redevelopment Community Advisory Committee and to approve several routine consent items and appointments.
City Administrator Jack Linehan summarized changes to the proposed committee resolution before the vote: the resident-at-large will not be pre-designated as chair, the Grove Neighborhood representative will be solicited from the entire neighborhood rather than selected by the HOA, and staff will update the application after the council's workshop discussion. Councilmember May successfully asked to add explicit language asking the committee to identify impacts on different demographic groups; the council also agreed to add expectations for member commitment and attendance (suggested up to two years). Councilmember Mogen moved to adopt Resolution 26-17; the motion passed 5-0.
The council also approved a late-added appointment: Resolution 26-18 appoints Chuck Long to the Parks and Recreation Commission so he can participate in the March 2 meeting. Councilmember Mielke moved the appointment; it passed 5-0.
On the consent agenda the council approved general disbursements through Feb. 23 of $239,905.44, payroll through Feb. 12 of $22,113.38, and wire payments through Feb. 12 of $21,994.38; it also approved Ordinance 26-02 assigning a new street address for PID 152923340082, Resolution 26-15 authorizing out-of-state training travel for Senior Maintenance Worker Dave Simons to attend Pelican Street Sweeper Mechanic School in Elgin, Illinois, and Resolution 26-16 appointing Signe Nestingen to the Community Engagement Commission. Councilmember Mielke said she was excited about Signe Nestingen joining the commission.
In announcements, councilmembers and staff reported on recent meetings and initiatives: a county legislative update and LMC Day on the Hill, Community Engagement Commission planning and HOME Line testimony, offering remaining garden plots by lottery, and Public Works work on tree trimming and a new “Discover Falcon Heights” video series highlighting Curtiss Field Park. A Garden Community Church representative thanked the council for approving the church’s address change to Garden Avenue.
