Board approves revised TCIP; County to prioritize 83rd and Southeast 15th and press for grants

Alachua Countys public-works director presented a revised Transportation Capital Improvement Program June 2 that reorders several projects, accelerates work on County Road 83 and Southeast 15th into the coming fiscal year, and highlights a set of grant-dependent additions.
Ramon Gaborate said staff reviewed costs road-by-road and in many cases reduced prior estimates, allowing the program to retain projects rather than eliminate them. He noted the program relies on about a dozen funding sources and remains "tight," with some lines showing only minimal projected revenue in future years.
The director identified several adjustments the board had requested, including moving 83rd and Southeast 15th forward into FY27 and bringing design work for the Kinkade Loop in-house to reduce consultant costs. He also flagged that some projects in purple on the revised schedule are dependent on pending state or federal grants and would only be added to the program after an executed agreement.
Commissioners discussed bonding and cash-flow tradeoffs. Staff said current cash is available to build projects already in the program and that the county will likely bond again in 2028 to continue the multi-year program. Commissioners encouraged staff to prioritize Safe Streets for All and bicycle-pedestrian corridors where funding and right-of-way allow.
After discussion the board moved, seconded and approved the revised TCIP for roads; commissioners asked staff to return with maps, pages and grant matches for specific projects and to continue coordinating with the college and growth-management staff on parking and crosswalk concerns.
What happens next: Staff will file detailed maps and page references for the revised TCIP, pursue grants and bring back necessary amendments when grant awards are executed.
