Kipp Lewis, the town accountant, told the council the road budget is "very large" but cyclical — "it comes around about 6 yrs" — and said impact fees need to be spent or the town risks returning that revenue to payors. His presentation framed infrastructure spending, particularly on roads, as a near-term priority.
Councilmember Allan moved to accept the tentative budget and Councilmember Larsen seconded; the motion passed unanimously. The hearing had been closed earlier on a motion by Councilmember Pace, seconded by Allan.
The adoption recorded no dissenting votes. The council did not specify final appropriation line items or an implementation schedule at the meeting; those details will be set as the budget process continues and staff complete budget documents.
