Council moves to vacate parts of two unimproved paper streets to allow property development

The Township Council introduced Ordinance 2026-002 on Jan. 7, which would release, extinguish and vacate public rights in portions of two unimproved paper streets—Baldwin Drive (Block 10509, Lots 3 and 4) and Seneca Road (Block 10508, Lots 11 and 12). The minutes state the property owner seeking the vacation submitted maps, a metes-and-bounds description and a proposed Woodland Management Plan as benefits to the township.
The ordinance finds the listed paper streets serve no public purpose, are not publicly maintained and can be apportioned to adjacent owners in accordance with law. It cites authority under N.J.S.A. 40:67-1(b) and N.J.S.A. 40:67-19 for street vacations and requires referral to the Township Planning Board for review pursuant to N.J.S.A. 40:55D-26, -32 and -33. Notice requirements for owners and publication also are spelled out in the ordinance. Second reading and public hearing were scheduled for Jan. 21, 2026; the council voted to move the ordinance forward.
