West Milford introduces updated recreation and construction permit fees, including Bubbling Springs and building subcode charges

At the Jan. 7 West Milford Township Council meeting, the council introduced two ordinances that would change user fees and permit charges across recreation and planning/building functions.
Ordinance 2026-003 would amend Chapter 135 to update Bubbling Springs membership rates, guest daily passes, day camp pricing and registration incentives, teen center rental fees, gym rental and concession fees, and permit rules (including a $25 maintenance fee for group permits requiring opening/closing). The ordinance also provides fee discounts for appointed board, committee and commission members and reserves some exemptions for local nonprofit groups.
Ordinance 2026-004 would amend Chapter 135-5 to revise construction-permit fees and subcode schedules across building, plumbing, electrical, fire, mechanical and plan-review fees. The ordinance specifies fee formulas (for example, new construction at $0.070 per cubic foot with minimums), minimum fees for listed use groups, schedules for sprinkler and alarm permits, annual construction-permit calculations tied to the number of maintenance workers, and a plan-review fee equal to 20% of the construction-permit charge.
Both ordinances were moved for introduction by Councilwoman Ada Erik and seconded by Councilwoman Marilyn Lichtenberg; the council set second readings and public hearings for Jan. 21, 2026 and voted to move the items without recorded public comment.
If adopted, the changes will adjust charges residents and contractors pay for town recreation services and for building and construction permits; final fiscal impacts depend on adoption and future permit volumes.
