Planning commission approves site plan for 606 N. US 377 with tree-and-landscape condition

The Argyle Planning and Zoning Commission voted 7–0 on June 3 to recommend approval of site plan SP 26,003 for the property at 606 North U.S. 377, allowing a retail use in a 1,300‑square‑foot building with a 400‑square‑foot pergola.
Staff gave the presentation and recommended approval, saying the applicant had provided the permanent parking and landscape buffer now required for a retail use. "Our recommendation is a recommendation of approval for the site plan," staff member Harrison said. The site plan proposes seven paved parking spaces on the south side of the existing concrete area; staff explained the parking calculation (1 space per 250 square feet for retail) produces 6.8 spaces, rounded to seven.
Commission discussion focused on property lines, access and the landscape plan. Staff noted the project exceeds minimum landscape requirements on paper—proposing five canopy trees, five understory trees and 18 shrubs versus the town minimums of three canopy trees, five understory trees and 14 shrubs—but one commissioner raised concerns about long‑term tree spacing and survivability. "I think 3 is all at this 10 by 90 space is gonna be able to support healthily over the long term life of a tree," the commissioner said, urging the commission to require the code minimum canopy spacing rather than the five trees shown.
After a short exchange about whether ministerial approvals may include conditions, the commission adopted a motion to approve the site plan with the condition that the canopy trees and the understory trees "meet the required amount and not exceed" the code minimums. The motion was seconded and carried by a voice vote recorded by the chair as "Aye" and announced as 7 to 0 in favor.
Staff reiterated that the proposed retail use is consistent with Old Town zoning and that the site, as proposed, would not support a restaurant without substantial additional parking: a restaurant would require roughly 17 spaces under current town standards. The commission closed the item by wishing the applicant luck at the upcoming Town Council review.
Next steps: The Planning & Zoning Commission recommendation will be forwarded to Town Council; the applicant will appear before council for final action as part of the public hearing process.
