Council approves BNSF grade‑crossing agreement for Riverfront Phase 2

The Prescott City Council on April 13 approved Resolution 19‑26 authorizing a Grade Crossing Construction and Maintenance Agreement with BNSF Railway Company for Riverfront Improvement Phase 2.
City Administrator Matt Wolf said the Office of the Commissioner of Railroads approved a pedestrian at‑grade crossing in September 2025 and that the city is responsible for construction costs including stop lines, detectable warnings and advance warning signage. He said the City Attorney's revisions were incorporated into the agreement. Alderperson Ben Bettis and Alderperson Michael Gerke moved to approve the resolution; the motion passed without a negative voice vote.
The agreement formalizes BNSF's condition that a Grade Crossing and Maintenance Agreement be in place before construction of the pedestrian crossing. The city will budget and manage construction costs as part of the Riverfront Phase 2 project.
