Granite County holds Flint Creek Dam PFMA workshop; initial L2RA work begun and follow-up sessions scheduled

Granite County Commissioners Kulaski, McLure and Adler joined county staff and a team of consultants the week of May 18–22, 2026, for a multi-day potential failure modes analysis (PFMA) and initial likelihood-to-risk assessment (L2RA) for Flint Creek Dam. The group conducted a site inspection on May 18 and held workshop sessions in Philipsburg May 19–21, followed by initial quantitative L2RA work on May 22.
The workshop brought HDR representatives Jessica Rudd, Nicholas Dempsey, Katherine Caley, Christian Mooneyham and Daniel Osum together with consultants from GreatWest (Jeremiah Theys) and Hydrodynamics (Ben Singer, Paul Tallon), county safety official Jackie Bolster (DES/Safety, Granite County), county Assistant Maranda Williams and engineers including Kareem Bynoe (Civil Engineer) and Kelcy Adamec, P.E. (FERC). Participants inspected core infrastructure at the dam — the dam face, spillway, outlet works, penstock and powerhouse — before convening at the Philipsburg Firehall for facilitated analysis.
According to the workshop agenda and summary, teams screened and developed credible potential failure modes (PFMs) in line with FERC guidance, constructed event trees to map sequences leading to failure, and began estimating failure likelihoods. Discussion also focused on identifying monitoring approaches and risk-reduction measures for the dam. Initial L2RA risk estimation work began on May 22; workshop organizers scheduled additional risk and consequence estimation sessions for June 15–19 to continue the quantitative analysis initiated during the workshop.
