The Plymouth Planning Commission on June 2 voted to recommend to City Council a pair of zoning ordinance changes that would raise the permit threshold for accessory structures and clarify roofing-permit requirements.
Staff told the commission the amendment would change the accessory structure threshold from 120 square feet to 200 square feet, aligning the zoning trigger with building-code foundation requirements. The proposal also removes a conflicting exemption and makes roofing and re‑roofing explicitly permit‑required.
"The adjustment from 120 to 200 square ft follows the foundation requirements that can be found under the building code," staff said during the presentation, adding the roofing language was being moved out of the exemptions section and into the permit-required section to resolve an internal contradiction.
Commissioners asked about enforcement and volume of roofing permits in summer months; staff and the building commissioner said roofing permits are among the busiest categories and encouraged property owners to ensure contractors pull permits. The building commissioner estimated permit activity during the season as "a couple hundred" events.
The commission opened a public hearing on the amendment; no members of the public spoke. After discussion the body voted to forward a favorable recommendation to City Council, with staff's clarified language retaining roofing and re-roofing as permit-required and changing the accessory-structure threshold to 200 square feet. The commission will transmit the recommendation and ordinance language to the council for final action.
