Council narrows city‑planner finalists, asks firms to present at next meeting

DevCom’s representative, Anthony Hammer, attended and spoke about local experience and an implementation‑focused approach.
Staff noted the city can contract with one firm or retain multiple firms that cover different specialties (e.g., day‑to‑day project review, long‑range plans, grant and environmental work). The proposals included differing rate structures: DevCom and Dynamic listed senior/principal planner hourly rates in the mid‑$100s to $175 per hour and lower assistant rates; Precision proposed a wider range with principal planner rates up to $200–$240 per hour with technicians lower.
Council members asked staff to invite Dynamic and Precision to present at a future council meeting (or by Zoom) so each finalist has an opportunity to describe services, housing planning experience and staffing. Council also authorized staff to explore short‑term interim planning coverage (DevCom has already provided some on‑call support under existing building services arrangements) if necessary while a final decision is made.
The council did not award a multi‑year contract at the meeting; staff will return with cost comparisons and firm presentations for a subsequent decision.
