The Woodland Park Downtown Development Authority voted to amend its bylaws to remove the officer position of treasurer and allow other officers to co‑sign vouchers, aligning the bylaws with current practice where city staff handle accounting.
Staff explained the change follows Director Eric Cabrera's departure, which left the treasurer position vacant. Under the current bylaws the treasurer must review financials and sign vouchers; staff said the city's finance director and city staff already prepare financial statements and manage accounts. The proposed bylaw amendment keeps the requirement that two officers co‑sign vouchers after board approval but no longer requires one of them to be a separate treasurer.
"The accounting has been handled by the city and Aaron has been managing the actual accounting," staff said, describing the amendment as a modernization that recognizes current operations. The board cited continuity with city processing and a desire to avoid freezing DDA operations when a single officer position is vacant.
Al Bourne moved to approve Resolution 20265, the motion was seconded and carried on a roll call vote.
Impact: The change preserves the board's two‑officer signatory control while eliminating the need to fill a standalone treasurer role; staff said the board could alternatively delegate treasurer duties by resolution to the city's finance director if the board preferred in future action.
