Council schedules June hearings on proposed 193-acre Greenwood annexation

Council members received an initial presentation on June 1 about a proposed annexation that would add approximately 193.27 acres to Greenwood city limits at the northeast corner of Whiteland Road and County Road 200 West (Honey Creek Road).

A city staff member said the annexation package includes a fiscal plan and zoning changes and that the plan commission will hold a public hearing on June 8. "After the first reading and public hearing on June 15 at council, they'll go to the July 6 second reading and adoption," the staff member said. The staff member also said the annexation appears to have a minimal effect on the city's tax levy and described the tax-rate change as effectively negligible.

Ordinance 2619 was introduced that would annex the described territory and redefine the city's corporate boundaries; sponsors named in the introduction include Gibson, Hopper and Manship. The fiscal report that accompanies the annexation will be amended, the staff member said, to include any plan-commission recommendation before the council votes on the ordinance.

Council members asked clarifying questions about hearing dates and the sequence of advisory and council reviews; staff confirmed the plan-commission recommendation will inform the council's formal recommendation and that statutory timing for annexations requires coordination of multiple dates.

No final vote on the annexation ordinance occurred on June 1; the record shows only the introductory presentation and the publicly announced hearing schedule. The plan commission public hearing is set for June 8 and the council's first-reading public hearing is set for June 15.
