Franklin County Council approves appropriation transfers, moves leftover 2020 bond funds and pays $5,001.20 invoice

The Franklin County Council met March 31 and approved a set of budget transfers and routine payments, including closing a residual 2020 bond fund and authorizing an invoice payment.
Council members voted to adopt Resolution 2026-06, a transfer-appropriation ordinance for fiscal year 2026 that reassigns funds among several general-fund lines to cover equipment repairs and related expenses. During discussion a council member asked that the record note the origin of funding for Salary Ordinance Amendment No. 3 and requested a commitment not to add a line item for additional part-time help in next year’s budget; the member said the current payments appeared to come from grants. The minutes were approved with that request noted.
The council then approved Resolution 2026-08 to transfer the remaining cash balance in fund 4603 (debt payment 2020 bond) to fund 426 (bond debt payment) and to close fund 4603. County staff (Carla) told the council there was $7,746 remaining in the 2020 bond account and that a consultant recommended moving that balance to the current bond payment. The motion to approve Resolution 2026-08 passed.
The council also approved payment of a refinance-related invoice, read by staff as $5,001.20 for administrative, budget and planning services (invoice #13915). Brian Patterson moved to approve the invoice and Eric Doll seconded; the motion passed.
All formal motions on the agenda were approved by voice vote and the meeting adjourned. The council did not adopt any new long-term policy in this session.
