Douglas City Commission approves consent agenda, appoints Christopher Shaw and greenlights park projects

The Douglas City Commission voted unanimously March 9 to approve a seven-item consent agenda that included appointments, park contracts and an easement expansion. City Manager Charlie Davis read the items aloud before the voice vote.
The consent agenda approved Christopher Shaw to fill a vacancy on the Keep Douglass Beautiful board; staff said Shaw is an employee at PCC Air Force and that PCC has provided volunteers and support to the board. If approved tonight, the appointment runs through Dec. 31, 2028, staff said.
The commission also approved an engineering services agreement with Statewide Engineering for the Wheeler Park rehabilitation project. Staff said the agreement totals $61,009.98, with $43,003.98 for engineering and $18,600 for construction engineering, and covers work on pickleball courts, parking improvements, storm drainage, concrete sidewalks and signage.
A grant-funded master-plan contract for the World War II historic flight training base was awarded to WLA Studios (Athens, Ga.) for $11,300; staff said the Department of Natural Resources provided $6,780 and the city’s match is $4,520. The scope includes stakeholder meetings and a phased work plan to explore tourism and reuse of the aviation-related buildings.
Change order number 3 for Rowntree Park — described by staff as including work on the stage and related items — was presented at $203,266.62. A commissioner asked staff to provide a cumulative total of prior spending on the project; staff offered to present the full financial history. Staff estimated the project total would be near $1.4 million with the new change order.
The commission also approved a proposal to expand Georgia Power’s easement along city-owned rights-of-way by 5 feet on each side, a request staff said followed tree-trimming work after a storm; staff told the commission Georgia Power offered approximately $20,000 for the easement expansion.
All seven consent items were moved, seconded and approved by voice vote without recorded roll-call tallies. The items read into the record by City Manager Charlie Davis matched the packet materials presented to commissioners.
The commission then moved on to the regular meeting agenda.
