Tonganoxie council approves contract to replace Chieftain Park playground

The Tonganoxie City Council on June 1 approved draft Resolution 06-26-01 authorizing the city to execute a construction and technical services agreement with Playcore Wisconsin, Inc., doing business as GameTime/Cunningham Recreation, to replace aging playground equipment at Chieftain Park.
Staff explained the project history, including an interlocal agreement with the Tonganoxie Recreation Commission (TRC) and school district that transferred property to the city and set repayment terms. The existing playground equipment is about 27 years old; the TRC convened a design group and recommended awarding the contract to Cunningham Recreation based on the bid evaluation.
Mr. Porter said the city obtained favorable financing in April and that the TRC will repay 100% of the debt service to the city under the interlocal agreement. Brad Eckles of the TRC, who helped lead the design process, supported moving forward but was not present.
Council member Mr. Dale moved to approve the resolution and Mr. Wilkkey seconded; the motion carried on a voice vote. Staff said demolition is likely late 2026 with reconstruction during winter months and that the design phase will include public feedback, primarily digital outreach and targeted in-person input for current park users.
The council directed staff to return with schedule and pay-application reports as the project proceeds.
