Mrs. Stauffer conducted the roll call; the board announced the appointment by a 5–3 tally. The board said a notary would swear in the new member immediately following the vote.
During discussion preceding the vote, several board members praised both nominees as "highly qualified" and urged the community to continue supporting them. The board thanked both Leonards and Borian for their interest and service; presenters noted the seat will be open for a permanent election in roughly a year and a half.
The appointment was procedural and did not alter existing board policy or budget authority. The board moved on to other agenda items after making arrangements for the oath of office.
