Eagle Pass to begin process to adopt 2021 building codes and 2020 NEC

The City of Eagle Pass will start the process to adopt the 2021 International Code Council (ICC) building codes and the 2020 National Electric Code after council voted to initiate stakeholder engagement and an implementation timeline.
Community development staff told the council the update from the 2018 ICC cycle to the 2021 cycle would improve structural and life-safety provisions, increase energy-efficiency standards, align departmental inspector certifications and could yield points toward a more favorable Insurance Services Office (ISO) rating. Staff said the adoption process would include stakeholder meetings with developers and builders, identification of any necessary local amendments and a phased rollout to reduce disruption.
Council members asked about cost impacts for builders and asked staff to return with estimated fiscal impacts on permitting and development timelines. Staff said they do not yet have those numbers and will study the impact as part of the stakeholder outreach. Council approved initiating the review and stakeholder process unanimously.
What happens next: staff will conduct stakeholder meetings, draft proposed local amendments if needed, and return to council with a recommended implementation schedule and any required ordinance language.
