Yreka City names Pat Dirkson interim police chief; staff report highlights emergency planning and a home-hardening grant

The Yreka City manager provided a consolidated staff report at the April 7 council meeting that included operational updates and personnel changes.
City Manager Mr. Alnap told the council the city is coordinating with the California Highway Patrol to schedule community bike-safety training in partnership with the Yreka Community Center. He said drilling on the Davis well is progressing and workers are preparing the Shasta Bell tank site for construction. Public works is refining confined-space safety procedures and the citys resiliency planner, Sarah Chaffy, is updating the emergency operations and continuity plans for disaster response.
On personnel, the manager announced that Lieutenant Pat Dirkson is serving as interim chief of police while Chief Gilman transitions toward retirement; a future meeting will include an item to recognize Chief Gilman for 30 years of service. "I'm proud to announce that Lieutenant Dirkson is now the interim chief of police for YPD as Chief Gilman transitions towards retirement," Mr. Alnap said.
Mr. Alnap also reported that a home-hardening grant has been approved at the state Office of Emergency Services (OEES) level and will be forwarded to federal review; if fully approved, the grant would fund home-hardening measures to reduce wildfire risk for residents. He reminded the council and public that the YFD firefighters' dinner is scheduled for April 25 to support the firefighters association, and that weed-abatement notices will be mailed soon.
Council members offered congratulations to Lieutenant Dirkson and asked staff to return with more detail on items they asked to study, including a potential ordinance or informational session about motorized scooters and mopeds to address sidewalk safety for children and non-helmet use.
Next steps: staff will return to the council with follow-up items as requested (scheduling details for training, additional ordinance information if council directs, and an item to recognize Chief Gilman).
