Douglas County approves $150,000 retail-recruitment contract after debate over process

The Douglas County Board of Commissioners voted to approve an agreement with Retail Strategies LLC for retail-recruitment consulting services at $50,000 a year for three years, a $150,000 total contract. County staff said the 2026 payment will come from the unincorporated fund balance; funding for subsequent years will be subject to future budget allocations.

The item was introduced by county staff as a strategy to promote retail development in areas identified on county maps. Commissioner Whitney Kenner Jones said she supports the idea but wished commissioners had more time to review the background: "I would have liked to have had, you know, more time and partake in kind of how we got here," she said during discussion.

Administration and staff said the project follows the county's recommendation process and that the contract will be signed pending final legal review. Procurement/administration told the board the solicitation and recommendation had been prepared and presented to county administration before it came to the commission.

After discussion, the board took a motion to approve the contract; the transcript records the result as "Motion carries. 40." The contract will be executed after final legal review and subject to budget approvals in future fiscal years.
