Council asks for single-sheet bond/project list as public-works loan remains excluded

Council members used the debt-service briefing to press for clearer project-level and cash-flow information before approving new borrowing. Councilwoman Green asked whether the public-works loan discussed the previous week had been included in Walker's debt figures. Staff answered that it had not: the loan would be incorporated into debt reports only after Council authorization.
"What I don't see in this list... is the public works loan. Is that calculated into any of this?" Councilwoman Green asked. Staff replied, "No, it is not... until we get authorization to proceed with it, then it's not reflected in our debt. But once we get authorization from council then we will update the report or update our information to include it."
Members requested a compact list of bond issues and the projects they funded—an item several members said would help them evaluate whether to support near-term loan requests or new CIP actions. Jas Marshall, who was handling CIP amendments, solicited members' requested changes and suggested completing detailed CIP votes at a follow-up session.
Next step: staff agreed to provide a consolidated bond-and-project list and to produce supplemental cash-flow statements showing the effect of pending loans before Council considers final authorizations.
