Kosciusko County plan commission approves four final plats, recommends rezoning for Blanchards

The Kosciusko County Plan Commission approved four final plats and recommended approval of a rezoning petition for a 5.57-acre parcel owned by Anthony and Tanya Blanchard at its meeting.
The commission accepted final plats for Mass Acres (a two-lot agricultural subdivision), the Layers minor subdivision along State Road 13, Kendrick's minor subdivision (Union Street, west of State Road 15) and the Kenneth Light final plat on 1200 South. Chair said all required survey pins have been set and that the plats meet the setbacks and requirements presented at preliminary review. "All pins have been sent, so we are good to go with that and can move forward with approval," the Chair stated during the first plat vote. Each plat was approved on a voice motion and vote.
Steve Snyder, speaking on behalf of the petitioners for Z2026.9, described the Blanchard request to rezone 5.57 acres from AG to AG2, noting the parcel borders an existing AG2 subdivision and the change is intended to allow one or two additional residential lots. "All they want to do is create a new lot one, a new lot two," Snyder said, describing the plan to sell one lot and build on another. Commissioners asked about lot sizes; Snyder confirmed both new lots would be "well over one acre." After discussion the commission voted to forward a favorable recommendation to the county commissioners; the chair said the rezoning will be heard by the commissioners on June 16 at 9 a.m. in the same room.
The commission continued Z2026.8 (petitioners Earl and Lauren Chuck) for one month after staff reported the petitioners did not file their affidavit properly notifying surrounding property owners, though the hearing had been properly advertised. The chair said the case will be heard at the July meeting and the petitioners must redo the notification.
Administrative business included a note that all four approved plats will require the signature of the commission secretary, Jim Moyer, before recording and release to petitioners. The meeting concluded after the board moved to adjourn.
The plan commission’s recommendation on Z2026.9 moves the request to the county commissioners, who will take the next formal action at the scheduled public hearing.
