Staff presented a first reading of a proposed 2026–27 Memorandum of Understanding between the Clarksville-Montgomery County Education Association and the Clarksville-Montgomery County School System, outlining proposed changes to multiple personnel policies and the teacher salary schedule.
Melissa Izatt, who introduced the item, said the collaborative conferencing team — seven management and seven CMCEA representatives — has implemented an MOU for 14 years and recommended the board approve staff’s proposed updates. "This policy was revised to clarify three days of bereavement leave are available per year and do not roll over," Izatt said, and she described tightened language that bereavement leave requires the relationship to meet the definition of immediate family.
The presentation listed other changes, including a revision to the personal-leave policy to remove an extra form requirement for a "once in a lifetime" event requested on a staff development day. The proposed teacher salary schedule includes a 2% cost-of-living adjustment; the presentation showed starting salaries of $51,000 for a bachelor’s degree and $55,858 for a master’s degree. Staff also proposed changes to extracurricular supplements, including added middle-school wrestling head and assistant coach positions and adjustments to high-school girls’ flag-football coaching levels.
Nut graf: The document was presented only as a first read; staff said the draft MOU and referenced policies would be posted on the district website pending board approval. Board members asked procedural questions about what would happen if the board declined the MOU; staff said collaborative conferencing participation is required but approving the MOU is not, and legal counsel would need to advise on specific legal implications.
Board members expressed general support for the draft and asked about next steps. No motion or vote occurred at the study session; staff said the MOU will appear for action at a forthcoming formal board meeting after additional review and posting.
Ending: The board moved on to other agenda items after the presentation; the MOU remains on track for a future formal vote and the district will post the MOU and related policy references online if approved.
