Lancaster board approves Westwood splash pad, several site plans and special‑use permits; accepts pool grant

The Lancaster Town Board on June 1 approved a package of planning actions and funding steps for park improvements and commercial sites.
The board adopted a negative SEQR determination for the Westwood Park splash pad cooling center and approved the related site plan for the project at 175 Pavement Road, which the planning board had reviewed and recommended a negative declaration under SEQR.
The board also approved site plans and two‑year special‑use permits (subject to standard conditions and renewal) for: Herby's Tire LLC to operate tire service at 4465 Walden Avenue; Pizza King of Lancaster (5813 Broadway) for a 48‑seat dine‑in and takeout pizzeria; and Chipotle at 4839 Transit Road (approved with a condition that an as‑built survey be provided before issuance of private improvement permits). Chipotle's special‑use permit includes conditions that outside seating hours be limited to business hours or no later than 10 p.m. and that no amplified sound be transmitted outside the dining area.
Council member Schroeder announced the town was awarded a $74,684 Erie County CDBG grant to support Kisa Park aquatic area redevelopment; the board accepted the award and authorized the supervisor to execute required documents. Separately, the board suspended rules and awarded a time‑sensitive contract to Digco Inc. for Walden Pond Park ground preparation (grading, stone work and an asphalt milling access road) to keep the installation of new bleachers on schedule; the estimated contract cost is $35,000, to be paid from contractual expenses in the parks budget.
All of the above approvals were recorded by roll call and passed as noted on the meeting record.
