Board approves five‑year Strategic Plan 2031 with four pillars; members warn budget must follow

The Savannah‑Chatham County Board of Public Education approved the district’s five‑year Strategic Plan, titled Strategic Plan 2031: “Unlimited Possibilities,” at its June 3 meeting.
Superintendent Dr. Watts presented the plan, which she said was shaped by 10 months of stakeholder engagement and establishes values and four pillars: academic excellence for student success; cultivating world‑class talent; elevating engagement and outreach; and operational excellence and accountability. The plan specifies goals, measures of success and phased implementation beginning in the 2026–27 school year.
Board members praised the collaborative process. Dr. Howard Hall thanked the superintendent’s team for embedding literacy as a district priority and noted that the board will later align policy language and specific goals to the adopted strategic plan. Several board members underscored that approving the plan is the first step and stressed that execution will require budget alignment. One member noted that the strategic plan must be matched by a “robust budget” to fund priorities and that budget decisions will follow in subsequent meetings.
The board moved and seconded adoption of the plan and approved it in open session. Administration said the plan will be monitored through clear performance indicators and may be adjusted if unforeseen conditions require modifications.
