The East Feliciana Parish Police Jury spent substantial time on Tuesday reviewing its household waste collection contract after repeated service complaints and a failed attempt to insert penalty provisions into the current contract.
Jurors said the 2021 contract contains no effective penalty language and that the vendor rejected proposed penalty provisions when the parish sought to amend terms. Several jurors warned that soliciting bids could result in higher prices for the household collection service, which is currently funded by sales tax, and that increases may be passed to residents if costs rise.
Staff and committee members said they had found at least one other party interested in bidding if the parish advertises a new contract. Officials discussed timing and how advertising could affect the county's current funding model; no final procurement award was made at the meeting.
The jury discussed enforcement language, contract termination timelines and the practical effect of alternatives such as assessing users directly. Jurors asked staff to move forward on the advertising process on a timely basis so the parish can evaluate options; one staff member indicated he would "pull the trigger" on advertising in the coming days and bring proposals back to the jury.
