Orange County board approves building upgrade, interlocal payment schedule and nonprofit recycling contract

The Orange County Solid Waste Board approved several administrative and budget actions, including a building upgrade at a dump site, an interlocal payment schedule with the county and a one‑year nonprofit contract to support recycling programs.
In officer and procedural business, the board voted to retain Carl Anderson as director and Sandy Hill as controller and accepted the November 12 meeting minutes after motions and unanimous voice votes.
On a budgeted capital item, the board authorized up to $10,000 to complete the interior work on the last unupgraded dump-site building. Director Carl Anderson told the board the building shell cost about $3,900 and interior work would bring the total closer to $10,000; the motion to authorize up to $10,000 passed unanimously.
Controller Sandy Hill reported that the county received reimbursement for a prior state tire grant in December and presented the district’s adopted 2026 meeting dates (Jan. 21, May 27, Aug. 19 and Nov. 10). “We did get it in December,” Sandy Hill said of the tire-grant reimbursement; the board adopted the meeting schedule by voice vote.
The board approved an interlocal agreement in which the Orange County Solid Waste District will pay Orange County $246,000 for the 12‑month period, payable in monthly installments of $20,500 beginning Jan. 31, 2026. The board also approved a separate one‑year agreement with Friends of Recycling Incorporated, a 501(c)(3), under which the district will pay $3,500 per month from Feb. 1, 2026, through Jan. 31, 2027, to support local recycling efforts. The Friends of Recycling contract was described as continuing initiatives discussed at the prior solid-waste meeting.
Orange County Recycling reported that RMC awarded a “roundup” education grant to Friends of Recycling to support recycling education across three local schools and a summer contest for students.
The board approved claims numbered 2566 through 2585, discussed and approved a stipend for part‑time on‑site workers, and adjourned the meeting.
The board recorded unanimous voice votes on the major motions; staff were directed to finalize and sign the interlocal agreement and the nonprofit contract and to circulate approved documents for signature.
