Committee approves conditional use for 1974 mobile home in Bloomfield with repairs and inspections required

The Waushara County Planning and Zoning Committee voted unanimously to approve a conditional use allowing Aspen Estates LLC to place a used 1974 Fleetwood one-bedroom mobile home (14 by 60) on a one-acre lot in the Town of Bloomfield, subject to multiple conditions intended to ensure habitability and code compliance.
Applicant Lucas De Coster told the committee he plans to place the unit on a one-acre lot owned by his father, has arranged for a septic soil test that he said was approved, and plans exterior work to make the unit look like a permanent home. Neighbor Bob Baumgardt, who said he lives two doors down, opposed the request and said the unit ‘‘does not meet HUD standards’’ and expressed concern about substandard electrical and plumbing and declining property values.
Staff reported they visited the site, photographed the unit and concluded it is in need of substantial maintenance and repair to reach a "like new" condition. Staff and the committee read a set of conditions that must be met if the conditional use is implemented: substantial compliance with the submitted plans and testimony; required setbacks and all land-use, building and sanitary permits; confirmation of foundation, water, sewer and electrical connections to uniform dwelling code requirements; DOT inspection before the unit is moved (to confirm travel-worthiness); and a specific list of exterior repairs (new skirting, a new front screen door, repaired soffit, new gutters, a new rear door, and general cleaning/painting). The committee required that the listed improvements be completed within four months of approval (by August 16, 2026) or the conditional use may be rescinded.
The committee moved and seconded the approval and recorded a unanimous roll-call vote. The approval is conditional on the listed repairs, inspections and permits; staff will monitor compliance and may rescind approval if conditions are not met.
