Chesapeake council approves library renaming, lease amendment, port grant application, HRT appropriation and confirms appointments

Chesapeake City Council adopted a series of routine and programmatic measures during its meeting, approving recognitions, grant applications and budget adjustments, continuing one ordinance for additional review, and confirming appointments to multiple boards.
Council voted 9-0 to rename the city-owned property at 298 Cedar Road as Stillman Central Library, honoring Peggy Stillman’s leadership of the library system. Members spoke in favor of recognizing residents and staff who contributed to the library system’s growth.
On a separate measure, council unanimously approved a resolution authorizing the city manager to execute a first amendment to a lease with the Commonwealth of Virginia, Supreme Court of Virginia, and adopted the document retroactive to Jan. 1, 2026. Council members questioned the retroactive date and whether the city had allowed the tenant to occupy the space without an active lease; city staff and the city attorney explained the occupant had been treated as a legal holdover tenant while staff researched comparable lease rates.
Economic Development received council approval to submit an application to the U.S. Department of Transportation Maritime Administration FY2026 Port Infrastructure Development Program to offset design and construction costs at the LS Greenlink site. Public Works received authorization to appropriate $394,937 in Hampton Roads Transit refunds and to transfer funds within its FY2026 operating budget to cover increased HRT expenses; both measures were adopted 9-0.
Council also considered amendments to the Chesapeake Land Bank Authority code. A council member moved to continue that ordinance for four weeks so staff could provide additional detail; the motion to continue was adopted unanimously.
After closed-session business, the clerk read a slate of appointments and reappointments to boards and commissions, including reappointments and new appointments for the Chesapeake Bay Preservation Area Board, Economic Development, Parks, Recreation and Tourism, the Chesapeake Bicycle and Trails Advisory Committee, and others. Council approved the slate (vote recorded 8-0, with one member excused for part of the meeting).
The meeting concluded with a formal motion to schedule a closed session on June 9 to interview candidates for the Chesapeake Redevelopment and Housing Authority and a benediction from Councilmember Jeffries.
