The Michigan House Insurance Committee reported House Bills 4703 and 4704 out of committee with recommendation to pass after unanimous roll-call votes.
Rep. Aragona moved to report HB 4703 as substituted with a recommendation that it pass; the clerk called the roll and Chair Harris and eight other members recorded votes in the affirmative. The clerk announced “nine yays, no nays, no pass,” and the motion prevailed, reporting HB 4703 with recommendation. Rep. Lightner then moved to report HB 4704 as substituted with a recommendation that it pass; the committee again recorded nine yays and no nays, and HB 4704 was reported with recommendation.
The clerk read witness cards for both bills. Christine Sheer of the Michigan Association Health Plans did not wish to speak and registered support for the bills; Cali Bedwin of the Michigan Nurses Association did not wish to speak and registered support; Jenny G (DIFFs) did not wish to speak and registered opposition. These public-filing positions were placed on the record prior to the committee votes.
No amendments were offered on the floor during the meeting; both motions to report were carried by roll-call. Reporting a bill with recommendation does not constitute final passage in the Legislature; reported bills are placed on the House calendar for further consideration by the full chamber.
