KYTC readies $24 million grant pool for counties and cities; applications open July 1

Bobby Joe Lewis, commissioner of Rural and Municipal Aid at the Kentucky Transportation Cabinet, told the interim Joint Committee on Transportation that the grant pool created by House Bill 501 will provide $24 million in FY27 for county and municipal projects.
Commissioner Lewis said the application cycle opens July 1, 2026 and runs through June 30, 2027; the cabinet has prepared application form TC2047 and placed it on the KYTC forms library. Counties may apply for up to $100,000 and incorporated county seats or consolidated local governments may apply for up to $200,000. Projects must be county or city streets/roads, include a beginning and ending mile point, provide a photo and cost estimate, and meet the statute's dollar-for-dollar local match requirement. Lewis emphasized that county or municipal road-aid funds may not be used to satisfy the match for grant-pool awards.
Lewis and committee members also clarified other local programs: chip-and-seal and recycled-asphalt provisions are handled in the LAR program and are not eligible under the grant-pool application; counties may apply separately under LAR guidance for those options.
The cabinet said the program is ready to accept applications and will provide technical help to applicants who have questions about mapping or required mile-point data.
