Town meeting voted to authorize a multi-year debt-financing approach to repair and improve Concord's roads and sidewalks, passing Article 8 by the required two-thirds threshold.
Public works staff and consultants described a backlog of needed repairs and presented modeling showing that continuing the status quo would increase long-term costs and leave a larger share of roads in failing condition. Officials cited a repair backlog of roughly $21 million and a current average Pavement Condition Index (PCI) in the low 70s. Presenters proposed a $30 million program (approximately $25 million for roads and $5 million for pedestrian and safety projects) financed with $2.5 million in Chapter 90 funds and approximately $27 million in a 10-year debt facility.
Director Alan Cathkart and the presenting official described scenarios showing that accelerated investment over five years would reduce the 10-year backlog and produce an improved PCI (target near or above 80), while business-as-usual spending would produce higher future liabilities. The select board and the Transportation Advisory Committee both urged support, noting multi-year planning would enable better contractor pricing and integration of safety improvements.
The meeting approved the debt-exclusion article by a vote of 395–29; the moderator noted the article also requires a subsequent ballot question to exclude the debt from the Proposition 2½ levy calculation.
