City manager reports crime drop and capital investments; auditors deliver clean opinion with technical restatement

City Manager delivered a midyear overview on June 3, telling the commission that "crime has down gone down 63%" in the first half of the fiscal year compared with the prior year and that the city has invested nearly $2.97 million in capital projects, including water and sewer work.
The manager highlighted operations at the new multigenerational center (542 members; 304 new since March), growth in passport services and social-media engagement, and reported 17 grants secured since 2024 with more than $8.25 million received overall since 2024. He said operating expenditures for the period totaled about $2.02 million and that permits issued rose from 90 to 244 year-over-year.
Independent auditors from JR Mart CPA, led by Jerry Donates, reported an unmodified (clean) opinion for the fiscal year ended Sept. 30, 2025. Donates said there was a restatement to beginning net position related to a new GASB standard and an OPEB (other post-employment benefits) liability, but that the restatement did not affect the audit opinion. Auditors noted material adjustments and one remaining finding from the prior year expected to be corrected in 2026; they reported no difficulties working with management. The auditors also reported increases in fund balances and governmentwide net position (presented in the audit as approximately $7.3 million in combined reserves and a $5.7 million net position increase across the governmentwide basis).
Commissioners praised staff for the financial reporting and asked clarifying questions about passport revenue and senior services; no formal action was required beyond receiving the report and items advancing later in the agenda.
