Flynn cited a recent Massachusetts Architectural Access Board fine (about $363,000) and said he had asked the U.S. Department of Housing and Urban Development to investigate.
"Many residents were forced to alter and cancel plans with their families… a double amputee… was not able to get into his apartment to get his medication as a result of a 22‑hour elevator failure," Flynn said on the floor, adding that the failures raise potential ADA violations and life‑and‑death safety concerns for residents.
Councilor Murphy thanked Flynn for raising the issue and urged swift committee action. Flynn agreed to remit the federal‑investigation request to a committee hearing so the Housing Committee can take testimony, request documents and examine whether the BHA’s maintenance, inspection and resident‑support practices meet federal and state standards.
Docket 1113 was sent to the Housing Committee for a hearing and follow-up; councilors said they expect the committee to subpoena or request records, hear from BHA leadership, and review whether additional enforcement or remediation is required.
