Council OKs open-ended RFP for Simplot property to solicit developer ideas

The East Grand Forks City Council on June 2 authorized EDA staff to open a Request for Proposals (RFP) for the Simplot property beginning July 1, 2026, with a planned closing date of Aug. 31.
EDA staff (referred to in the meeting as Miss Brockling/Maggie) described the RFP as "more of an open-ended RFP for developers to tell us what they think would fit the community best for the Simplot Land," and confirmed the July 1 start and Aug. 31 closing dates. Council Member Tim Riapel moved the action and the council approved it by roll call.
The RFP is intended to solicit ideas from developers rather than prescribe a single redevelopment plan; staff said responses will allow the city and EDA to evaluate potential uses and determine next steps. The council did not set an evaluation timeline beyond the RFP closing date; any follow-up or formal selection will be handled by EDA staff and returned to the council as appropriate.
