Council Member Dale Helms moved to add the resolution to the agenda; the amendment passed on a roll-call vote. Reed (staff) told the council that "typical procedure and requirement by state law is that that be acted on separately because council member Riapel is personally interested in the claim," explaining why the item needed separate action. Helms then moved the resolution and it was approved by roll call.
