Plymouth Township Council voted unanimously on March 9 to adopt Ordinance 1716, which amends the township code's responsible-contractor provisions in chapter 2, section 2-25A.
The ordinance makes four principal changes: it raises the project value threshold that triggers the responsible-contractor rules to $300,000; requires contractors to submit a responsibility-certification form at least 14 days before the proposal submission deadline; establishes that at least 70% of craft labor on covered projects must be journeypersons who have completed a class A apprenticeship program or participants currently enrolled in such an apprenticeship; and removes a narrow exemption that had excluded certain township-owned projects performed by nonprofit entities.
Mr. Clark presented the proposed changes at a public hearing before council and advised that the hearing was advertised in the Times Herald. No members of the public spoke at the hearing. After the public-hearing period closed, Mr. Nelson moved adoption of the ordinance; the motion was seconded and passed on a roll-call vote with all members present voting in favor.
Council members said there were no further questions before the vote. The ordinance now stands adopted and will be enforced in accordance with the township code; details about implementation and any administrative forms referenced in the ordinance were included in the meeting materials provided to council.
