The Brainerd City Finance Committee approved hiring Jennifer Schuman as deputy public works director and city engineer, contingent on the appointment terms the committee reviewed on June 1.
Staff reported three applicants for the position and said two candidates were interviewed; Britney presented the recommended offer to Jennifer Schuman and outlined several conditions: placement at step three on the deputy public works director/city engineer wage grid, crediting 40 hours of vacation effective on hire date, and an initial vacation accrual rate of 13.33 hours per month (equivalent to four weeks per year) that would be frozen for the first six years of employment.
Committee members asked about the risk that a newly hired employee could take frontloaded vacation and then leave. Staff explained the accrual math and said the scenario was unlikely, noting that the 40-hour frontload was intended to accommodate a previously scheduled vacation. The committee also heard that Schuman has worked in the city of Hoisetta's engineering department since 2018 and most recently served as assistant city engineer.
A motion to approve the hire under the presented terms was seconded and carried by voice vote. Staff said they will return to the council with an actual start date on the consent calendar.
