Tiffin City Council unanimously approves multiple easements and budget amendments

The Tiffin City Council approved a package of ordinances on June 1, voting unanimously on several items that the council moved to pass immediately.
Ordinance 26‑36, introduced by Council member Hayes, authorizes the mayor to negotiate, accept and enter into permanent stormwater easements from various property owners. Council moved to suspend the three‑reading rule and passed the suspension and the ordinance by a 7–0 vote. Hayes said the easements provide inspection and maintenance authority for ongoing infrastructure improvements.
Ordinance 26‑39 (introduced by Hayes) authorizes the mayor to accept a sidewalk easement from Tiffin Ra LLC for public use of sidewalks on W Street. Council suspended readings and passed the ordinance 7–0; Hayes noted the company is awaiting permits before work will start.
Ordinance 26‑40, introduced by Council member Rezner and moved by Council member Reer, amends the city pay ordinance to establish pay for a part‑time law‑office intern and was declared an emergency. The council suspended the reading rule, approved the emergency declaration and passed the ordinance 7–0. Director of Law Zach Fowler said the pay and role are part‑time and already accounted for in existing staff resources.
Ordinance 26‑42 (prepared from finance director request F‑26‑13) amends the 2026 budget ordinance to appropriate funds into the general fund and the street maintenance fund. Finance Director Jill Lind Horse requested appropriation of $10,769.95 to the street maintenance department for three insurance‑claim checks and $50 to appropriate a donation to the police department. Council suspended the three‑reading rule and passed 26‑42 by a 7–0 vote.
Council also introduced several items for first reading without a final vote: ordinance 26‑37 (a sanitary sewer easement with Trilogy Real Estate Tiffin LLC), ordinance 26‑38 (sanitary and stormwater easements with the Seneca Industrial and Economic Development Corporation), and ordinance 26‑41 (adopting the FY2027 tax budget and directing delivery to the Seneca County Auditor). The council scheduled a public hearing on the tax budget for the next council meeting on June 15 at 7 p.m.
Under other business, Council member Dockerty asked the law director to prepare legislation on the mayor’s request for legislation 26‑24 (Tiffin Progress Parkway) and said the law and community planning committee did not need to meet because the issue had been discussed previously. The meeting then adjourned.
