New Carlisle OKs emergency agreement with Clark County for 2026 road resurfacing

The City of New Carlisle council voted unanimously on June 1 to approve Ordinance 2026-15, authorizing the city manager or assistant city manager/director of public service to enter into an agreement with the Clark County Commissioners for the 2026 roadway resurfacing project and declaring an emergency to meet bidding deadlines.
Staff explained that the city participates in a countywide bidding contract because New Carlisle does not maintain a separate municipal engineering bid process; joining the Clark County contract reduces resurfacing costs and streamlines procurement. ‘‘By doing a joint contract we basically get mitigated cost for resurfacing projects throughout the city,’’ staff said.
The ordinance was moved and seconded and read as an emergency because, staff said, otherwise the city would miss the county bidding timetable. The council recorded affirmative votes from all members present.
No project-level details, street lists, or dollar amounts were included in the introductory remarks; staff indicated those specifics would follow once the county contract and project schedule are finalized.
