Scranton council approves traffic change, awards stormwater contract and moves several items to committee

At its June 2 meeting the Scranton City Council adopted a multi-way stop, approved a Kaiser Valley stormwater contract and passed a budget transfer for union raises; the council also introduced grant and zoning items and tabled a liquor-license transfer for a public hearing.
The Scranton City Council on June 2 adopted several measures affecting traffic, stormwater infrastructure and the city budget while sending other proposals to committee for further review.
The council voted unanimously to install a multi-way stop at Grand View Street and Kapow Avenue, a move the committee on public works said will improve traffic operations at the intersection. Council President Mark Schuster declared the measure legally adopted after a roll-call vote in which all members present voted in favor.
The council also approved a contract with RLE Enterprises for Kaiser Valley Storm Water Improvements (Contract No. 1). The chair of the public works committee described the work as long-needed stormwater remediation for Kaiser Valley; the contract passed on a unanimous roll call.
On budget matters, council adopted an amendment to the 2026 operating budget to transfer up to $233,766.27 from contingency to fund raises for city employees represented by Lodge 2305 of the International Association of Machinists and Aerospace Workers. The ordinance passed following a recorded vote with one member opposing and the remainder voting in favor.
Council introduced several items for committee review: an ordinance to designate the 3100 block of Cedar Avenue one-way southbound (to be reviewed by committee), and a resolution to apply for and accept a Safe Streets discretionary grant of $672,000 to improve pedestrian crossings on Malberry and/or Musk Street. A proposed intermunicipal transfer of a restaurant liquor license (R14648) to Lounge 320 LLC was introduced but then tabled until a public hearing scheduled for June 16, 2026.
Council also introduced an investment management agreement to have U.S. Bank Asset Management manage the city’s OPEB trust assets; members requested background information on prior arrangements dating to 2022–2023.
What comes next: The liquor-license transfer (tabled) will return for a public hearing on June 16. Committee hearings will be scheduled on the Cedar Avenue one-way proposal and the Safe Streets grant application.
