Jamie, a Fagan Engineers consultant, said roughly half the 2,500 linear‑foot stretch crosses newly expanded mapped wetlands, which increases permitting time and construction cost for open‑cut repairs. He described three repair scenarios: traditional open‑cut replacement (permit‑heavy and higher cost), a 'Primus' internal sleeve (a flexible in‑pipe liner that can be installed quickly) and a cured‑in‑place fiberglass system (more structural and more expensive). "The Primus is the most cost effective; the fiberglass system is more permanent but more expensive," Jamie said.
Staff recommended first installing three new gate valves (two 10‑inch valves and one 8‑inch valve) to create testable isolation points so contractors can pressure‑test the isolated segment and estimate the daily leakage before committing to a major rehab. Trustees supported buying valves and staff reported orders were being placed; one trustee said valves and local pressure testing are a cost‑effective first step compared with multi‑million‑dollar rehabilitation without quantified leakage data.
Jamie said trenchless lining work could be completed in under a week by a contractor once valves are in place and a short bid process is run, while open‑cut work would be delayed by wetland delineation and permitting that can take months. He cautioned that lining spans must go from valve to valve, and that lining can cause pressure redistribution that sometimes reveals other weak spots downstream.
The board authorized procurement of valves and asked staff to return with pressure‑test results and a proposed scope and cost estimate for any further rehabilitation or lining work.
