Commissioner Joshua Wostal asked contractors when they expected to begin construction; firms estimated mid‑next year for initial mobilization and work, prompting commissioners to note the program team’s quick timeline and to authorize delegation for change orders to speed progress.
The board approved the contracts and the delegation to administration (motion carried 7‑0). Staff said they will continue close oversight to ensure contracts operate within line‑item pricing and HUD constraints.
