Town reports nearly $1.5 million allocated to home repair program; staff seeking additional funding

Sharonica Gavin, the town’s principal planner for historic neighborhoods, briefed the committee on Nov. 19 on the Home Safety and Repair Program, established in July 2022 to assist income-qualified homeowners on Hilton Head Island.
Gavin said the program, supported by American Rescue Plan Act funding, provides up to $15,000 per eligible property for repairs that preserve habitability and safety (roofs, windows, doors, demolition of uninhabitable structures, and tree trimming where trees threaten property). She reported the town has received 147 applications, completed 113 of them, and has effectively allocated $1,499,741 to date.
Committee members and staff discussed options to identify additional funding, including Community Development Block Grants, the South Carolina Housing Trust Fund and partnerships with local nonprofits such as the Deep Well Project and the Beaufort Jasper Housing Trust. Gavin said staff are actively researching those options to extend the program and that the town is exploring coordination with community partners to address multi-faceted repair needs.
Members praised the program’s results and emphasized the importance of sustaining funding so homeowners can stay in place. The committee will monitor staff’s work identifying funding pathways and partnerships.
