Council questions consent zoning items including Ute Valley Park parcel and UCCS-area site

During the agenda planner review on May 26 a council member raised questions about several June 9 consent calendar zoning items and an upcoming annexation.
The council member asked whether a roughly 203-acre portion of Ute Valley Park that is proposed to be rezoned to public park is owned by the city. Kevin Walker, Planning Director, said, “I’m 95% certain that that is all owned by the city of Colorado Springs, but I will get that clarified for you.” He added some of that land had been gifted with existing zoning in place.
The council member also asked about a 5.25-acre site near the University of Colorado Colorado Springs at 4625 Stanton Road being rezoned to public facilities (commonly used for utilities). Walker said that in most cases the public-facilities designation is used for utilities and that he believes that parcel is city-owned or was purchased with existing residential zoning.
On an annexation item — PTAA addition number 1, about 14 acres on Mark Shuffle Road — staff said the proposal had already gone through council once and that a modification in ownership between readings required a correction; the item is not scheduled until July 14.
Council members did not make changes to the minutes at this time; staff said they would follow up and provide clarified ownership information before consent consideration.
