Council approves engineering contract for water-tower rehab and orders plow truck; First Street milling delayed

The Boone City Council approved Resolution 3541 to contract with Dixon Engineering for professional services to assess and prepare bidding documents for the Industrial Park water-tower rehabilitation. Director of Public Works Wayan said Dixon specializes in water-tower structural engineering and will help produce plans to invite multiple bidders and reduce the risk of change orders.
Council then considered Resolution 3542, authorizing execution of a sales agreement to purchase a 2027 International HV507 4x2 plow/dump truck. Staff said the order is being placed now to comply with upcoming emissions rules and to improve odds of delivery by February; funding was allocated among water, sewer and storm equipment lines ($41,700 from each, plus an additional $19,800 from equipment line 362 to cover cost increases). The resolution passed; one councilor (Hammer) recorded a 'No' vote.
Councilors also questioned staff about why the First Street mill-and-overlay project could not proceed this year. Public works said projects in the DOT swap program require DOT engineering review and letting through the DOT platform; the engineering firm’s work was about 47% complete on the last invoice and staff prioritized other projects, so construction was pushed to summer next year to avoid work during the school year.
