North Kingstown committee sees potential CIP savings, aims to prioritize spending as DMS pricing is completed

The OPM and CM reconciled estimates with a third‑party estimator and said they were within 2–3 percent of each other.
Staff noted the contract for the North Kingstown High School roof came in below the earlier allowance and those savings were placed in owner contingency. Across the CIP portfolio the team said the consolidated estimate currently shows roughly $7 million in favorable variance, but emphasized that Davisville Middle School (DMS) does not yet have final DD pricing and that amounts should be treated cautiously until DMS numbers are confirmed.
The committee reviewed a menu of value‑engineering items and add alternates intended to provide a clear path to budget for RIDE, including lower‑cost flooring options, reducing interior sidelights, and eliminating a gym divider curtain in limited cases. Committee members asked that the district show exhibits so leadership can weigh trade‑offs (for example, daylighting vs savings) before final decisions.
Construction scheduling remains phased: three elementary schools targeted for summer 2027 and three in summer 2028, with bid packages planned for late 2026/early 2027 to support that timeline. The team recommended holding a portion of contingency centrally to respond to unavoidable discoveries during early construction activities and to re‑evaluate contingency after the 2027 summer tranche.
