Still Waters Community Church seeks special permit for 43–51 Russell Road; hearing scheduled

Representatives for Still Waters Community Church presented a summary at the June 3 meeting of the Bethany Planning & Zoning Commission about their application (26-2 SP) to change the use of 43 and 51 Russell Road to a house of worship. Kim Brson identified herself as a representative and Pastor Samuel Tobble said the congregation plans to operate Sunday services and Sunday school on-site.
Pastor Tobble said the application is mostly complete and that the only outstanding approvals were related to QVHD sign-off on wastewater/percolation and related capacity documentation; he also said the fire department had approved the occupancy level. The commission asked for a complete statement of use, occupancy numbers, parking plans and ADA bathroom confirmation before the public hearing.
Because the change of use requires a public hearing, the commission scheduled the item for a future public hearing; the item was initially on the regular August meeting calendar, but the commission later set a July 8 special meeting to hear this application along with moratorium language if members agree.
No final decision was made on June 3; the public hearing will provide neighbors and the public an opportunity to comment and for the commission to review outstanding technical approvals.
